The Night Market
Once a month, during the 3 days around the full moon, the Night Market is held out in Fanlu’s modest harbor. A dozen small ships, each their own floating shop, are lashed together to a central dock far out in the harbor to make a floating market. This is a place where magical substances like lotus wine and Lavender distance are sold openly. 
Things like anti-toxins, poisons, healing slaves and magical powders and salts are also sold. It appears that in Fanlu at least, the Fishermen run the Night Market. For those 3 nights out on the water, even the priests of the temples must cede to them.
